MMD Board of Directors


MMD has a Board of Trustees comprising members from: Government of Malawi (Ministry of Natural Resources, Energy and Mining; Ministry of Finance; and National Planning Commission); Private Sector (Malawi Confederation of Chambers of Commerce and Industry; Institute of Chartered Accountants in Malawi; Institute of Engineers in Malawi); and Civil Society) provides general oversight of the project. Below are current Board of Directors:

It is expected that the Government representatives will change to reflect the new areas that the second compact will be working in.

MMD Leadership


MMD is headed by a National Coordinator who is supported by a core Management Team comprising Director of Finance, Senior Economist, Private sector development specialist, Social inclusion and gender integration specialist, Public outreach and stakeholder engagement specialist, Environment and Social Performance Specialist and a Monitoring and Evaluation Specialist . The Team is supported by technical leads on land and transport and other support staff.

Dye Mawindo-CEO and National Coordinator


MCAA lawyer and general management specialist, Dye Mawindo is an accomplished manager and policy adviser who has been involved in the provision of diversified corporate legal work, restructuring of loss making public enterprises, the privatisation of state-owned enterprises, the provision of policy advice, evaluated projects, and has been involved in private sector development work.

Having started his career in the legal profession, Dye Mawindo moved on to the public sector when he joined the Malawi Development Corporation and rose to the position of Deputy General Manager/General Manager (Designate). He left MDC after eight years to take up the position of Comptroller of Statutory Corporations in which position he was responsible for overseeing the performance of the whole parastatal sector in Malawi.

After one and half years in this position, he was appointed the first Executive Director of the Privatisation Commission when it was set up in 1996. He remained in this position for a period of six years before leaving to join the Office of the Vice President of Malawi as a Governance Adviser under a DfID-funded programme. He left this position on the expiry of his contract and run a Governance Support Project on behalf of USAID as Chief of Party. Thereafter he served in the position of Director of Public Procurement until 30th April Report, 2016 when his contract expired.

He is currently the CEO of the Malawi Millennium Development Trust tasked with the development of a second Compact for Malawi. This is after successfully implementing the first Compact which ended in September, 2018.

Rose Kamoto-Director of Finance


MCAROSE KAMOTO is an accountant and organizational management specialist with 30 years' experience in finance, organisational management, auditing, project/program management and organisational capacity building for both private and development sectors. She joined MCA Malawi's first Energy Compact in January 2018 and contributed to its successful completion and closure in January 2019, achieving a 98% Compact disbursement rate.

Ms. Kamoto previously worked as an auditor with an international audit firm, Deloitte and as Financial Controller for the multi-government owned Multi-Country Training Centre. Later, she joined the non-profit development sector where she worked as Director of Finance and Administration for Save the Children Federation (USA) Malawi Office, EU Microprojects Malawi and Heifer Project International Malawi.

Ms. Kamoto also served as the first Regional Finance and Treasury Manager for Save the Children Federation's Africa Regional Office in Zambia and South Africa where she managed the operations of the Regional Office and all Treasury functions for Africa, in addition to providing financial management oversight for the Country offices in Africa. Later she joined IM Swedish Development Partner as Regional Controller (Southern Africa), responsible for identifying country partners, providing Financial and Project Management oversight and building their capacity in those areas. She also doubled as Zambia Country Program Coordinator, setting up the Zambia program, identifying development partners and building their organizational and project management capabilities.

With a Finance and Project Management background, Ms. Kamoto is particularly passionate about mentoring and enhancing coordination between Program Finance and Non-Finance Sectors, ensuring efficient and effective utilization of resources, the achievement of program goals, quality and timely program reporting, and accountability to all stakeholders and beneficiaries.

Themba Chirwa-Senior Economist


MCAThemba Chirwa is a Malawian economist based in Lilongwe, Malawi. He holds a PhD in Economics from the University of South Africa and has worked for over 10 years as a Monitoring, Evaluation and Economics Expert with 5 years of experience as an Economist with the Government of Malawi.

His interests are in macroeconomic policy analysis, growth diagnostics, results-based management with a particular focus on strategic planning, stakeholder analysis, staff training, data quality reviews, monitoring and evaluation (M&E) tools development, performance measurement and analysis, and conducting the process, performance and impact evaluations in energy, water, and education sectors.

He also has extensive working experience in consulting related to project formulation and design (results-based management, project cycle management, logical framework analysis), economic analysis (cost-benefit analysis - net present values, economic rates of return, average incremental costs, benefit-cost ratios, cost-effectiveness ratios, cost-efficiency ratios), M&E tools design (formulation of performance management plans/M&E plans), evaluation design (questionnaire design, survey design, interviewing), and economic research (various papers published in scorpus-indexed journals).


Joshua Nthakomwa-Private Sector Development Specialist


MCAJoshua Nthakomwa is Private Sector Development Specialist responsible for mainstreaming private-sector considerations into the development of COMPACT II.

I am responsible for leading the efforts of engaging the business community in identifying and designing projects in ways that improve the business environment, strengthen regulations and institutions, create market-oriented policies, build investor confidence, and build the basic services that support private business activities in the COMPACT identified sectors/sub-sectors.

Before joining the MMD, Joshua Nthakomwa was Director of Investment Promotion and Facilitation with the Malawi Investment and Trade Center, a position he has held in the Center since 2013. For the 12 years before that - since 2001 - Mr Nthakomwa has been an entrepreneur in his own right in various business ventures.

For a year during this period, Mr Nthakomwa was Deputy Chief of Staff and later was Acting Chief of Staff with the State Residences.

Janet M Chidothi-Public Outreach & Stakeholder Engagement Specialist


MCAJanet Chidothi Mphongozidana has over 15 years specialized experience in managing large, complex and multi sectoral development projects. Throughout her work, she has actively been involved in establishing effective partnerships with local and international institutions, building capacities of local civil society organizations, facilitating change and supporting monitoring and evaluation of community driven development programs.

Her solid background in project management enables her to ensure that strategy is clearly defined and implemented based on organizational needs.

Janet Chidothi Mphongozidana has served in various portfolios in UN Agencies, (ILO, UNDP & UNICEF), bilateral corporations such as the GIZ and local civil society organisations. Janet holds a MA Degree in Social and Public Policy obtained from University of York and MSC Degree in Leadership and Change Management obtained from Leeds Beckett University.

She has also Bachelor of Social Sciences specialising in Sociology and Demography which she obtained from the University of Malawi, Chancellor College.



Susan Namangale-Environmental and Social Performance Specialist

Susan Namangale is an Environmental and Social Performance specialist with over 15 years experience in Environmental and Social management in large infrastructural development projects including the Nacala Railway Project funded by Vale Logistics and the Bwanje Irrigation Dam funded by EU.

She joined the Compact 2 Development Team on 1st June 2019 coming from the World Bank where she worked as a Short-term Consultant providing Social safeguards support in preparation and Implementation of World bank Funded projects.

Previously she also supported Larsen and Turbro as Environmental Management Consultant in implementation of the Millennium Compact 1 Power Substation Projects.As part of the Compact team her role is to take the lead in identifying, assessing and managing any environmental and social issues associated with the proposed compact program.She holds an MBA, Management and Finance postgraduate Diplomas and Bachelor of Science in Environmental Science.

Martino Mazinga-Gender and Social Inclusion Specialist

Martino Kamwano MAZINGA is a seasoned development practitioner. He has over 10 years of experience in coordinating, implementing, and managing various livelihood and humanitarian projects, with both local and international exposure. Martino has worked with local NGOs in Malawi and collaborated with government departments and international NGOs in enhancing inclusive and sustainable development across different sectors. Martino is passionate about issues of inclusion and integration of the often excluded groups in society, such as women, people living with disabilities, and the marginalized rural societies. He believes in projects that create well-being opportunities for all.

Martino holds Masters in Development Studies from the University of the Free State in South Africa, Masters of Arts in Literature, from Chancellor College of the University of Malawi. He obtained a Bachelor of Arts in Philosophy from St. Joseph's Theological Institute in South Africa. Martino is currently finishing his Ph.D. in Development Studies with the University of the Free State in South Africa.

Mc Donald Banda -Transport & Market linkages Specialist

Mc Donald Banda is an engineer with over eight (8) years' experience in management of large Infrastructural Projects.

Over the years he has worked as Project controller and Planning Engineer for MCA-Malawi and Vale Logistics Limited where he demonstrated exceptional capabilities in:

Project Management, Maintaining partnerships and Coordination, Contract Management, Excellent Negotiator, Risk Analysis, Strategic Leadership, Knowledge Management, stakeholder Management, Change Management, Earned Value Management, CapEx and Opex Development and Monitoring, People Management, Major Works Procurement, Advanced Knowledge in use of various Computer and Accounting packages General supervision of works and most of all Mr. Mc Donald Banda possess Excellent problem Solving abilities
